| Russia - Japan Cable Network Service Launch |

| KDDI Japan has jointly established the Russia - Japan Cable Network(RJCN),
with the long distance network carrier Rostelecom(HQ:Moscow, General Director:
Konstantin Solodukhin) and will be releasing the service as of the 6th
of September, 2008. |

| (1) Service Overview |
|
|
RJCN is a 640Gbps optical submarine cable network connecting Japan and
Russia, with a dicerse route structure and self healing capability which
enables a reliable cable system.
With RJCN and the Rostelecom owned high capacity network throughout Russia,
KDDI Japan will be able to provide the shortest route to connect Japan
and Europe. This will enable a 30 - 50% decrease in transmission delay*1 for a better real-time communication and stable processing of high capacity
contents.

|
KDDI Japan will provide the services below using the RJCN cable. |

1) |
International leased line |
|
|
As of September 6th 2008, KDDI Japan will provide international leased
line services over RJCN. |
|

|
|
2) |
Global Powered Ethernet(GPEN) |
|
|
As of September 1st 2009, KDDI Japan will provide GPEN services using this
route, providing a low latency Layer 2 service between Europe and Asia*2
*2 Japan, Korea, Hong Kong, Singapore. Service areas are to be expanded
in the near future. |

3) |
KDDI Global IP-VPN |
|
|
As of September 1st 2009, KDDI Japan will provide the KDDI Global IP-VPN
service over this cable, providing higher redundancy for a more reliable
service. |
